Directorate of E-Government

Director e-Government Services

E-Government Services Directorate has been created with the Mandate to promote and provide technical guidance for the establishment of e-Government, e-Commerce and other e-Transactions in Uganda (NITA-U Act, 2009). Its Vision is to bring total transformation and revolutionize Government service delivery through efficient and effective deployment of information and communication technology. The Mission is to enhance and promote the efficiency and transparency in the functioning of government through the increased use of ICT for online service delivery to citizens and business.

The core functions of the e-Government Services Directorate are to:

 

  • Develop e-Government related strategies, policies, standards and guidelines;
  • Develop a secure, integrated e-Government portal for Government-to-Citizen (G2C), Government-to-Business (G2B), Government-to-Government (G2G), and Government-to-Employee (G2E) portfolio;
  • Promote the development of interoperable e-Government applications;
  • Promote data and information sharing in Government;
  • Promote electronic content development;
  • Promote awareness and develop capacity for e-Government applications and services;
  • Develop and manage the commercialization model for the application hosting capability

 

 

Departments

  • Portfolio Management Department

The department is responsible for:
Addressing the development of incompatible e-Government applications by Ministries, Departments and Agencies by developing an e-Government Interoperability Framework (e-GIF);
Facilitating the development of NSIS applications;
Developing business strategy for commercialization;
Gathering, analysis and design of e-Government related applications and services;
Initiating and coordinating the development of e-Government related strategies, policies, standards and guidelines;
Monitoring and reporting on the development of e-Government applications across Government;
Participating in the development of software incubation centers;
Managing the sign-off of project deliverables.

  • Application Solutions Department

The department is responsible for:
Coordinating the development of inter-operable e-Government applications and services;
Deployment of a wide range of critical applications, ensuring their security, reliability, availability at all times and offering expertise to manage the hosted applications over NBI/EGI;
Facilitating transition to support activities such as quality assurance, certification and signing off deliverables from Programme Management Office (PMO) and making sure the applications can be supported through an agreed checklist of indicators;
Systems integration, and definition of application development standards and processes;

  • Applications Delivery Department

The department is responsible for:
Responding to first level and second level support request from clients through call centre;
Ensuring system availability;
Managing Service Level Agreements (SLAs);
Providing technical support in billing.
