Executive Committee

Stella has been a practising advocate for over 22 years with experience in a number of areas the bulk of which is on policy and regulatory matters in the Public Sector. She is currently the Director, Regulation and Legal Services, National Information Technology Authority, Uganda (NITA-U).

Among other duties, she is in charge of developing laws to support the IT sector including laws related to cyber security in Uganda and the enforcement /compliance with the said laws.

As a member of the executive of NITA–U, she also participants in decision making on policies/strategies developed in the ICT sector. In her work with NITA-U, she has led teams in the development of laws, legal instruments /regulations to support the ICT sector with a focus on the development of e Government in Uganda. She also provides legal input for various ICT sector policies and strategies. 

She regularly provides training and speaks at conferences on matters related to ICT related laws and legal issues in the Information Technology field.

Before her current engagement, Stella worked with Messrs Hunter and Greig Advocates and later National Social Security Fund which she served for 10 years in various capacities up to the position of Deputy Corporation Secretary/Ag.Corporation Secretary. During her service there, besides the legal work, she was a member of a number of adhoc and standing committees like Investments Committee, Contracts Committee, Executive Committee, Strategic Planning Group and Staff disciplinary committee among others. As a result of the expansive work done in various areas, she obtained vast experience in the management of legal, policy and regulatory matters in the public sector. She is also very knowledgeable in the area of investments, legal due diligence and pensions.

She has worked with and also held membership of various Boards and has  vast experience in managing board affairs including providing advice to management and the board, corporate governance, provision of corporate secretarial services and managing communication between the Board and Management. 

She is passionate about issues affecting youth and women and believes ICT can address various challenges they face in developing their talents and empower them in various ways. Stella is a Rotarian and uses that as an opportunity to network with various professionals and also utilise her spare time and skills to serve less advantaged people in the community.

Stella is a GIAC Certified Professional: Law of Data Security and Investigations (GLEG). She holds a Master of Laws (LLM) University of London UK; Post graduate Diploma in Project Planning and Management, Uganda Management Institute Kampala; Post Graduate Diploma in Legal Practice (Dip. LP) – Law Development Centre, Kampala; Bachelor of Laws (LLB) (Hons) Faculty of Law, Makerere University, Kampala and has attended several executive courses through her career. She is an advocate and Commissioner for Oaths and is a member of various professional associations.

Stella is married and has children.


Ms. Regina Kimera is the Director, Finance and Administration overseeing the Procurement, Finance, HR and Administration functions.

Regina is a qualified Accountant with over 10 years’ experience in Finance, Audit and Tax consultancy covering various sectors within and outside Uganda . 

She served as an Associate Director Finance at Ernst & Young where she was in charge of Finance, IT, HR, Procurement and Administration within the East African Region.  Prior to that, she served as a Finance Manager and Auditor in the same organisation.

A Certified Information Security Systems Professional (CISSP), Cisco Certified Network Associate (CCNA), Cisco Certified Design Associate (CCDA), a Microsoft Certified Solutions Expert- Private Cloud (MCSE).

She holds a Bachelor of Computer Applications and is finalizing her Masters in Management of Information Systems.

Ms Ddambya is a member of the International Information Systems Security Certification Consortium ((ISC) ²)

Previously she worked as Network Manager at NSSF, external Network design and implementing consultant for the Integrated Financial Management System (IFMS) of the ministry of Finance and the Integrated Resource Management Information Systems for the Ministry of Defense.

To-date,Ms Ddambya is responsible for providing technical support and guidance on all matters related to ICT infrastructure, systems and services within Government.


Peter holds a BSc and MSc Computer Science and is a Certified Information Security Manager (CISM), Certified Information Systems Security Professional (CISSP), Microsoft Certified Database Administrator (MCDBA), Microsoft Certified Systems Engineer (MCSE), & Projects IN Controlled Environments (PRINCE2) Certified Practitioner.

He has acquired a wealth of 15 years’ experience in the delivery of complex, secure and successful IT projects and enterprise risk management.

He served as the Director Technical Services, in charge of first level technical support and advisory services to the Government on critical IT projects among other duties, a post he held from August 2010 to December 2012. Previously, he served as Chief Information Officer at the National Social Security Fund and Head of Information Technology at the Ministry of Finance, Planning and Economic Development as a consultant for the World Bank.He is a member of ISACA (Previously known as the Information Systems Audit and Control Association) and the International Information Systems Security Certification Consortium ((ISC) ²) Peter was a recipient of the Top Chief Information Officer (CIO) award in Africa for the year 2008 at the prestigious African Achievers Awards.

Dr Hatwib Mugasa has over 15 years of professional experience in the field of telecommunication and innovation research.

He holds a Doctorate in Computational Analysis and Modeling, an interdisciplinary degree in Computational Mathematics, Data Science and Statistics. He also holds two (2) Masters of Science Degree in Computer Science and Mathematics and a Bachelor of Science Degree in Computer Science.

He has been working as a Researcher, teaching assistant at the Data Mining and Research Lab at Louisiana Tech University in the USA. His research interest and affiliated publications have been related to development, implementation, and evaluation of computational models and tools in Biomedical Informatics, Machine Learning and Cyber Security. Prior to that, he worked at MTN Uganda’s IT Department as a Senior System support analyst and Manager Mobile Money systems, Software Developer at the Faculty of Computing and IT, Makerere University, and Sales Administrator at Premier Packaging Uganda Limited.

Arnold is a results-oriented information security professional with vast experience of planning, coordinating, implementing and assuring national information security programmes. He has first-rate knowledge of Uganda’s strategic information security agenda having recently coordinated a Commonwealth Telecommunications Organisation (CTO) Expert Mission to develop a holistic National Cyber Security Strategy.

Academically, he holds a MSc in Information Systems from Makerere University, a Diploma in Cybersecurity and ICT Policy from the United States Telecommunications Training Centre, Washington, DC, USA, and a BSc Computer Science and Mathematics from Makerere University. Professionally, he is a Certified Information Systems Security Professional (CISSP) and a Certified Ethical Hacker on top holding several CISCO, UNIX, and Microsoft Certifications since 2006.

He has served NITA-U in a number of roles including as Information Security Operations Manager where he managed the project initiation and fieldwork phases of the National Information Security Framework (NISF) project and ensured that the Consultant understood and captured the views of stakeholders across MDAs, the wider public sector and the supply chain. He also developed and delivered an information security education and awareness programme that has so far benefitted a number of Government of Uganda Ministries, Departments, Agencies and private sector organisations.

He advised the National Information Security Advisory Group (NISAG) during the development of the draft National Information Risk Register (NIRR) a tool essential to mitigating risks to Critical National Infrastructure. He has hands-on cyber incident response expertise having recovered a number of systems and services from exploits by hacktivists and extremists.

June 2011 to June 2014, he was directly responsible for the management of the National Data Centre, a critical national information infrastructure platform hosting secure messaging and collaboration eGovernment systems. He created and supervised the implementation of security controls around the National Security Information System (National ID Project).

He has previously served at the Ministry of Local Government, National Social Security Fund (NSSF) and Ministry of Finance Planning and Economic Development in various capacities between January 2005 and June 2011.

Dr. Fredrick E. Kitoogo holds a PhD in Computer Science; an MSc in Computer Science and a Bachelor of Statistics. He holds several professional certifications including Information Technology Infrastructure Library (ITIL), Oracle Certified Professional (OCP), Cisco Certified Network Associate (CCNA), and Microsoft Certified Systems Engineer (MCSE)
Dr. Fredrick E. Kitoogo, Ph.D.

Fredrick has over 20 years of experience in the field of Computer Science, specifically Research & Innovations, ICT Policy & Strategy Development; ICT Governance, Risk and Compliance; Software Engineering; Networking; Information Security; Business Continuity & Disaster Recovery; Business Intelligence & Data Warehousing; e-Government; Content Development; artificial intelligence and Natural Language Processing.

On top of conducting several consultancies, Fredrick has worked as a Senior Programmer/Systems Analyst at the Uganda Revenue Authority and an IT Manager of the Judiciary of Uganda.

He has published in several international Journals and presented at several international conferences in the area of ICT. He also supervises students pursuing post graduate studies in the College of Computing and Information Sciences at Makerere University. He has lectured students at the Faculty of Computing and IT of Makerere University.

He holds a BSc and an MSc. in Computer Science from University of Vladimir Polytechnic Institute, (Soviet Union). He became Certified Information Security Manager (CISM) in 2004.
Mr Saaka has attended numerous training and workshops in IT Management and Strategy, Leadership, Information Security, IT Technology etc.

Mr.James Saaka, Executive Director, NITA-UIn August 2010, Mr. Saaka joined the National Information Technology Authority-Uganda (NITA-U) as Executive Director. He is a member and Secretary to the NITA-U Board.
Mr. Saaka has over 15 years of IT Management, with expertise in Information Security, IT Strategy, and Business Services Management.

He joined NITA-U from Shell International B.V., where he spent 12 years from July 1998 until July 2010.
From 2008 to 2010, Mr. Saaka was the Business Services Manager for IT Strategy & Information Security Compliance for the Shell Group, based in The Hague, the Netherlands.From 2005 to 2008, Mr. Saaka was the Information Security Manager for Shell operations in Africa, based in Cape Town, South Africa. Under his leadership, for the first time, the entire Shell Africa operations that operated in 27 countries across Africa achieved Information Security compliance to international standards.
From 1998 to 2004, Mr. Saaka was the IT Manager for Shell Uganda / Rwanda.
From 1995 to 1998, Mr. Saaka worked as the Computer Services Manager for Pan World Insurance Co.
Mr. Saaka started his career in Bank of Uganda as a Systems Analyst from 1993 until 1995.
