Arnold is a results-oriented information security professional with vast experience of planning, coordinating, implementing and assuring national information security programms . He has first-rate knowledge of Uganda’s strategic information security agenda having recently coordinated a Commonwealth Telecommunications Organisation (CTO) Expert Mission to develop a holistic National Cyber Security Strategy.
Academically, he holds a MSc in Information Systems from Makerere University, a Diploma in Cybersecurity and ICT Policy from the United States Telecommunications Training Centre, Washington, DC, USA, and a BSc Computer Science and Mathematics from Makerere University. Professionally, he is a Certified Information Systems Security Professional (CISSP) and a Certified Ethical Hacker on top holding several CISCO, UNIX, and Microsoft Certifications since 2006.
He has served NITA-U in a number of roles including as Information Security Operations Manager where he managed the project initiation and fieldwork phases of the National Information Security Framework (NISF) project and ensured that the Consultant understood and captured the views of stakeholders across MDAs, the wider public sector and the supply chain. He also developed and delivered an information security education and awareness programme that has so far benefitted a number of Government of Uganda Ministries, Departments, Agencies and private sector organisations.
He advised the National Information Security Advisory Group (NISAG) during the development of the draft National Information Risk Register (NIRR) a tool essential to mitigating risks to Critical National Infrastructure. He has hands-on cyber incident response expertise having recovered a number of systems and services from exploits by hacktivists and extremists.
